How are employees apportioned within a custom geography in Business Analyst?

Hi,

For the Business Summary reports on Business Analyst, how is the number of employees within a custom-defined geography apportioned? And how well does this reflect land use? E.g. if I draw a boundary around a downtown area full of offices and get a high concentration of workers, is that based on the office buildings? The blocks they're on? The census tracts they're in?
