Apps with non-public map tours

Currently, when creating a map tour app (like Palm Springs Map Tour), the template requires you to use public map tours exclusively.

Here is the message:

"Choose Map Tours For now only public map tours are allowed. You can use Map Tour Builder to create a new one and share it publicly so that it appears in the list. To choose multiple map tours, you can click on multiple items or search for keywords, and then click the OK button. "

I would like the option to be able to make applications with non-public map tours, in order to make applications for the exclusive use of the organization to which you belong.
