Does the silverlight API support out-of-browser applications? When I try it I get an error that says Invalid URI scheme 'file://' for map control. Control must be hosted in a HTTP(S) website.

I guess that means no? I do not have any map references using 'file://...'.
Will it support it in a future version?

Out of browser is supported. You just need to host your application in a website and install it from there.

OOB without installing from a website will be supported in the next release IF you are running with full elevated priviliges.
