In a custom widget of Webappbuilder Developer Edition with API ArcGIS Javascript 3.X, I need to create new users in Portal for ArcGIS.

I think that to create users in Portal for ArcGIS, I can only do it from the API ArcGIS API for Python, is this correct? https://developers.arcgis.com/python/guide/accessing-and-managing-users/

I think, I need to create and publish a web service with the ArcGIS API for Python to invoke it from javascript or from a python/arcpy geoprocessing service.

¿Is this possible, and how?: Create and publish a web service of ArcGIS API for Python, to be invoked from javascript or from a python/arcpy geoprocessing service?
