An ESRI employee would be able to provide more insight.

Cody

Hello,

We are developing a simple browser map viewer for our organization's daily business, not for commercial use. This viewer is independent of ArcGIS Portal/Enterprise. Can I consume the free ESRI services found here? I did not see any copyright guidelines for them.

https://services.arcgisonline.com/arcgis/rest/services/World_Topo_Map/MapServer
