Create Oriented Imagery Layer using JS API

Can we create Oriented Imagery Layer using Javascript API? I have looked at https://developers.arcgis.com/javascript/latest/sample-code/layers-orientedimagerylayer/ documentation where it shows how to add an already created Oriented Imagery Layer to a map or scene but did not find anything to how to actually create one using the API.

Oriented imagery layers are first created in ArcGIS Pro and then they can be published as services to ArcGIS Online or ArcGIS Enterprise. There isn't a way to create a client side OI layer with the API.
