Highlight issue in v4.30

Hi,

Found an issue with FeatureLayerView.highlight in version 4.30.

When you use highlighting on pie chart clusters with labels, the label rendering in the map flashes and the following error messages are logged in the browser console:

[.WebGL-0000092C006B1C00] GL_INVALID_OPERATION: Insufficient buffer size.

The highlight issue also extends to the Legend widget with style=card. Activating the 2nd or 3rd page in the legend will switch the legend to the 1st page itself when highlighted.

This issue does not occur in version 4.29, but starts in version 4.30 and continues in version 4.31 (next).

This issue is fixed at version 4.31. You can test the fix by pointing your app to <script src="https://js.arcgis.com/next/"></script>
