Editor widget displaying all feature layers instead of just the editable ones

Using Angular 16, upgraded to @ArcGIS/core 4.29.10 from AMD arcgis-js-api.

Map.editableLayers is listing all layers instead of just the ones with editing enabled. The Editor widget is showing all of the layers because of it and I haven't been able to find any info on it being a bug.

I have triple checked the feature layer settings in both the portal and server manager. Layer.editingEnabled is false on most of the layers, but they are showing up. When using the AMD library it worked perfectly.
