Popup always showing in when using angular

I have a very simple angular app. with 1 map.
as of version 4.29. anywhere I click on the map a blank popup shows. I have tried everything to disable it. This only happens in an angular context and not in native javascript.

I also noticed that it only happens when using the "paid" basemaps like arcgis-light-gray.

I have tried everything I possible can to disable it.

I even showed this to a few people at the Esri User conf and it still seamed to be a confusing issue. I only just now realized its only happening in angular.

I couldn't get your demo to load, but it looks like you are encountering this issue:
