Difference between measuring from window extents and view.extent.width

I've discovered that there is about a 13% difference between the values you get when measuring with the measurement widget from the edges of a window in contrast with the view.extent.width values. This ratio holds up at all zoom levels. Does anybody have an idea what could be happening?

I'm trying to use view.resolution to scale symbols and I've found that my symbols are consistently 13% bigger than real-world sized and I've tracked that discrepancy down to the view.extent.width.

At this point, I'm not sure which value to trust, the measurement widget or the view extents.
