how to add multiple symbols inside a polygon?

I am trying to find a better way to add multiple symbols inside a polygon so that the symbols should not offset while zooming in an out.

I am right now trying with the buffer utility from GeometryService - https://utility.arcgisonline.com/ArcGIS/rest/services/Geometry/GeometryServer to find points within 100 to 500 meters range from the center of the polygon, and then add symbol to the newly found points using graphic layer.

Is there a better way to do this?
