I'm already signed up through AGOL through the $100/year personal use
license. When I click that link it already has me signed in. It brings me to the developers.arcgis.com/dashboard with me logged into my current account. Is there any
way I can use my current account?

I kept receiving an error when trying to create my API key until I researched it and found out you can create an API key if you're logged into an organization account. Is there no way I can use this API if I'm not associated with an organization?

Yes you can. Sign up as ArcGIS developer at https://developers.arcgis.com and then you can get an api key.

see: https://developers.arcgis.com/documentation/mapping-apis-and-services/get-started/
