      <title>403 error accessing ESRI WMS service through java proxy on localhost</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;When I go to:&lt;/P&gt;&lt;P&gt;&lt;A href="http://localhost:8080/Java/proxy.jsp?http://services.arcgisonline.com/ArcGIS/rest/services/?f=pjson" title="http://localhost:8080/Java/proxy.jsp?http://services.arcgisonline.com/ArcGIS/rest/services/?f=pjson"&gt;http://localhost:8080/Java/proxy.jsp?http://services.arcgisonline.com/ArcGIS/rest/services/?f=pjson&lt;/A&gt;‌&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I get a list of services, so it appears I have set up the proxy correctly (per instructions at the GitHub resource-proxy page)&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;But when I go to:&lt;/P&gt;&lt;P&gt;&lt;A class="webkit-html-resource-link" href="http://localhost:8080/Java/proxy.jsp?http://sampleserver1.arcgisonline.com/ArcGIS/services/Specialty/ESRI_StatesCitiesRivers_USA/MapServer/WMSServer?SERVICE=WMS&amp;amp;REQUEST=GetCapabilities" style="color: #545454; text-decoration: underline; font-family: Consolas, 'Lucida Console', monospace; font-size: 12px;" title="http://localhost:8080/Java/proxy.jsp?http://sampleserver1.arcgisonline.com/ArcGIS/services/Specialty/ESRI_StatesCitiesRivers_USA/MapServer/WMSServer?SERVICE=WMS&amp;amp;REQUEST=GetCapabilities"&gt;http://localhost:8080/Java/proxy.jsp?http://sampleserver1.arcgisonline.com/…esCitiesRivers_USA/MapServer/WMSServer?SERVICE=WMS&amp;amp;REQUEST=GetCapabilities&lt;/A&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;which is the extra WMS layer in the &lt;A href="https://developers.arcgis.com/javascript/jssamples/layers_wms.html" title="https://developers.arcgis.com/javascript/jssamples/layers_wms.html"&gt;WMS layer | ArcGIS API for JavaScript&lt;/A&gt;‌ sample, I get the error:&lt;/P&gt;&lt;P&gt;&lt;SPAN style="color: #000000; font-family: 'Times New Roman'; font-size: medium;"&gt;{"error": {"code": 403,"details": ["The proxy tried to resolve a prohibited or malformed URL. The server does not meet one of the preconditions that the requester put on the request."], "message": "403 - Forbidden: Access is denied."}}&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;That is, it looks like I am hitting the ESRI server, but something is wrong on my end.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I do get a list of capabilities, though, when I go straight to &lt;A class="webkit-html-resource-link" href="http://localhost:8080/Java/proxy.jsp?http://sampleserver1.arcgisonline.com/ArcGIS/services/Specialty/ESRI_StatesCitiesRivers_USA/MapServer/WMSServer?SERVICE=WMS&amp;amp;REQUEST=GetCapabilities" style="color: #545454; text-decoration: underline; font-family: Consolas, 'Lucida Console', monospace; font-size: 12px;" title="http://localhost:8080/Java/proxy.jsp?http://sampleserver1.arcgisonline.com/ArcGIS/services/Specialty/ESRI_StatesCitiesRivers_USA/MapServer/WMSServer?SERVICE=WMS&amp;amp;REQUEST=GetCapabilities"&gt;http://sampleserver1.arcgisonline.com/…esCitiesRivers_USA/MapServer/WMSServer?SERVICE=WMS&amp;amp;REQUEST=GetCapabilities&lt;/A&gt;&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;What can I check next?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
