Feature layer cropped when rotated

If you start with a feature layer showing in the ESRI JS API 4.1 MapView web control (2D not 3D)

Then you rotate the view (90 degrees makes it most obvious) and zoom in, the feature will be cropped to the extent of the map as if it were not rotated.

So will this be fixed? And how do we work around it in the mean time?
