Land Use Public Notification - do I need services?

What do I need in order to use the Land Use Public Notification tool? Do I need to publish services or can I use it within ArcMap as a normal tool from the Toolbox?

If you want to use: Public Notification then yes you need to publish services

Hi Stew,

If you do not have ArcGIS Server to publish services, you can publish the services to ArcGIS Online. Since you have ArcGIS Desktop, you are entitled to an ArcGIS Online Organization.

Thanks very much. Is there any function for generating mailing labels without AGOL? Either with Desktop Basic or Advanced?
