Is there a way to limit the pan functionality to a certain extent ?

We are using a European projection system which shows the map outside Europe distorted and would like people not be able to pan too far outside. If we just cache the map service for Europe it doesn't look nice either (the map ends abruptly). At the moment we bring the map back to the previous extent in this case but we don't like this solution either.

Anybody has a better solution ?

Just to be clear, I would just like to be able to set a maxExtent as possible in Silverlight for example. Is there a way to do that ?
