BUG: Angle of marker symbol

Hi,

I've got an issue with PictureMarkerSymbol, but I see that the same issue is in SimpleMarkerSymbol.

When I setup an angle(bigger than 160) to the marker the popup template don't shows, also MapView hit test don't see an Graphic. It's big project BLOCKER for me because I would like to add an camera icon graphic with angle setup to its watching azimuth, and on click shows its preview.

Here is link to CodePen directly from sandbox example i set up angle 220 to marker and popup is not showing, when we set up for example less angle : 90 popup works again.

This is a bug in version 4.10 that will be fixed in the next version of the JSAPI.

What is the expected date of the new version? Do you have any tips on how to get around that problem?
