Documentation for the new legend widget says "the legend will respect scale dependencies and only display layers and sub layers that are currently visible in the map. The legend automatically updates if the visibility of a layer or sublayer changes."

Could the legend also respect the timeExtent of a layer, and only show features which are visible at the current time?

eg, Category A exists from 1900 - 1920. When the time slider is moved to 1921, remove Category A from the legend.

Please let me know if you need any further information.

Steve
