Find Task Layer defs.

I am having trouble using the Layer Definitions parameter within a find task. My problem is that the job doesn't seem to be filtering by the layer defs.

For example (using the Rest page) in the Search Text I put "United States", as a layer def I put 0:ADMIN1 ='Minnesota'. I am still getting back all of the features that have the text "United States" in it whether or not 'Minnesota' is the value in the ADMIN1 field.

I believe this is the way Layer Definitions are supposed to work but perhaps I am mistaken?

That should be working...I'm not sure exactly what's going wrong. Here are two URLs hitting services on sampleserver1.arcgisonline.com:

-find counties named "Delaware" in Indiana using layer definitions:
