Bug in Chrome with JSAPI 4.x ???

I have an application that been built using JSAPI 4.5. All of the functionality works fine in Chrome on the desktop but popups are not responding to touch events on Android phones (Samsung Galaxy Note 5 & Samsung Galaxy 7) using google Chrome (v61.0.3163.98). They do work in Firefox (mobile) as well as on iPhones (4,5,& 6) (Safari). Other touch events to work (opening the panel menu, turning layers on/off etc). It just appears to be affecting popup responses.

I'm assuming this is a bug?

Can you mention what Android phones you have tested and what version of Chrome you are running on these phones?

I just tested it on a Samsung S6 (Android v 7.0) and using Chrome (61.0.3163.98) the popups do not show. In Firefox (56.0), they do show.
