Sample WMTS server not work on arcmap 10.1

I have a sample wmts server. Sample arcgis wmts server and my server correctly work on my wmts client but arcmap 10.1 cannot show the map of my server(it can read getcapabilities document).

I try to debug the program with fiddler but no gettile request is sent to my server. Is there any mistake of my server or there is a bug on arcmap wmts?

Here is my server : http://91.93.170.250:89/NetGis5/wmts.ashx?service=WMTS&request=GetCapabilities (it contains world of 5 zoom levels and tilesize is 28mm which is default tile size stated in wmts specification document)

Sorry you may try to access it when i was working on it. It is avaible now you can try.
