Unable to launch Arcgis Portal 10.3.1

I Installed arcgis portal 10.3.1 in windows server enterprise 2007 SP2 . I completed the authorization it was successful , when I open the portal url(https and port is 7443) it says "The site can't be reached" . Can anyone help me on this issue .

Hi Mohan,

FYI, "windows server enterprise 2007 SP2" is not a supported OS for Portal for ArcGIS 10.3.1,

Portal for ArcGIS 10.3.1 system requirements—Installation Guides (10.3 and 10.3.1) | ArcGIS for Server

You should upgrade your Windows OS to Windows Server 2008.

Thanks Derek . Sorry my mistake , its windows 2008 server enterprise . I resolved the issue due to proxy servers i am not able to access the portal . After disabling the proxy i could able to access it .
