    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Okay.&amp;nbsp; I up-voted the 'Idea' of adding kinetic panning.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Still, such functionality should be foundational when creating the Javascript API.&amp;nbsp; It shouldn't require customer petition. - IMHO.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Has ESRI implemented kinetic panning in the Javascript API yet?&amp;nbsp;&amp;nbsp;&amp;nbsp; If not, when?&amp;nbsp;&amp;nbsp; &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Silverlight and Flex have smooth kinetic panning.&amp;nbsp; We'd like to see similar behavior in our web map apps regardless of the API.&amp;nbsp;&amp;nbsp; We'd also like to provide modern web functionality that users expect.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;its my understanding that while "smoother" this effect requires side loading a lot of the surrounding tiles just in case the user pans.&amp;nbsp; Essentially, it is smoother, but slower.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Ill take fast and ugly over slow and pretty anyday.&amp;nbsp; But i agree it would nice to enable as an option.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
