Add handles on the layerlist widget for re-ordering layers

The layerlist widget is great...however, when using it in mobile form and trying to scroll up or down through the layers, if re-ordering is enabled, it drags the layers around rather than scrolling. There is a *Really* narrow strip on the left side that will allow you to scroll however it's not really known.

It would be great if there were some sort of re-order handle and/or gesture (long press for example) to initiate the re-ordering of the layers.

Hi @MichaelSnook

In version 4.29 of the SDK, we redesigned the layer list widget to use calcite components. We added drag handles to the individual list items as part of this redesign.
