Make a Cadastral web application

Hi,
I want to make a web application with cadastral data (including farms, canals, owner and crops). My web application should be server side and have below functionalities:
1- get information/ measure and simple controls
2- classification according crops
3- layer on/off
4- search for a special owner name
5- edit owner table
6- marker clustering
7-draw polygon

Is it possible to develop these functionalities in flex, if not which other web server services of ArcGIS you recommend?

You should have no problem creating a web application in flex that meets your requirements, most of the functionality you are after is included in the sample viewer. Editing would require that you have a minimum of server v10.

Not quite sure what you mean by classification according crops, do you mean applying a unique value render i.e.
