Map maxScale

I have a layer which needs to be displayed at a scale around 1:2000 to be visually effective. However, I am using the World Street map 2D as the first layer added to the map. This layer has a maxScale of around 4500. This is preventing me from being able to zoom in beyond 1:4500. I have tried adding the more detailed layer first and reordering the layers afterwards, however the street map will no longer function properly. Does anyone know of a way to override the map's maxScale?

Thanks!
