Problem with Legend Widget in Viewer for Flex

We are currently working on a website and using the Viewer for Flex provided by ESRI. When working with the Legend Widget it displays the layers at every scale of our tiled basemap so layers are repeated or listed multiple times. The legend does not show the layers dynamically as I zoom in, like it does with the operational layers, they are always there. Is this because my basemap is cached? Is there a way to choose which layers I want to display or exclude at each scale of the basemap?

Hi,

If you have <respectcurrentmapscale>true</respectcurrentmapscale>
then legend widget should update as per the visibility of each layer/sub-layer for each scale.

We already have the respect current map scale set to true. It works for all of the dynamic layers. The problem is only with cached layers. Does anyone know of a way to exclude specific scales of a tiled layer? Even if it does not work dynamic, just so the attributes aren't repeated multiple times.
