SDK: Allow setting of "Navigate Underground" on Elevation Surface

When creating a new Local Scene, we would like to have the ability to set the "Navigate Underground" property for the Elevation Surface programmatically.

Which is available to the user in the ArcGIS Pro UI under the Appearance tab, when the Elevation Surface is selected.
