    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I have multiple feature layers under a feature data set and I need to combine it with another feature layer in order to create a choropleth map. Each of the feature layers is a polygon that represents a congressional district and and when I combine them together they turn into one shape and are no longer separate districts. I need to combine these layers into one and then combine that layer with a following Geo database feature class that spans across the districts. I need the districts to remain separate, but be under one feature data set&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
