Make Use of Esri Open 3D Buildings Layer for Developing Property Inventory System

We are exploring to use the layer 'Open 3D Buildings' (https://www.arcgis.com/home/item.html?id=c444b24b184c4523a5dc96248bfea4e1) to be part of the proposed property inventory system.

The idea is to link up the building name of my existing property database with the building features in the layer 'Open 3D Buildings' based on the common building name. As a result, when users click on the 3D buildings in the scene, users can access to the property information in my database. Is it a feasible idea?

Alternatively, I found there should be way to download the source data of the 'Open 3D Buildings' layer https://docs.overturemaps.org/getting-data/. Any guideline to download the data?
