Wellington City Council in New Zealand have 3D buildings as scene layers and downloadable SLPK files. Under Creative Commons Attribution licensing:

ESRI have a World Earthquakes SLPK file in their PythonAPI GitHub:

Thanks @Tim_McGinnes for the slpk file downloads. Does anyone know other good public slpk examples which can be consumed/tested as a service? Along the lines of
