Through the environment settings of 'Snap Raster' and specifying the spatial extent, you can force the rasters to line up.However based on your description, I am not sure if the railway line will always correspond with your flow accumulation since you are trying to match up more than just the upper left cell of the raster. Those environment variables should help but since you are converting a line to a raster you will have to determine if the line actually matches up with its counterpart on the existing raster.

Convert Polyline to Raster?

I currently have a 90m Cell Size Flow Accumulation Grid and need to convert a Railway Alignment Polyline into a raster that will match the Flow Accumulation Grid. How do I ensure that the Railway Alignment Grid overlays correctly on top of the Flow Accumulation Grid. I'm trying to generate a new Flow Accumulation Grid based on the intersection of the two grids. Any advice in converting the Railway Alignment Polyline into a Railway Alignment Grid with the lease amount of error will be appreciated.

Regards
