Does anyone know if Arc Pro or for that matter any or Esri's software programs have the ability to support the following file formats; (.obj), colloda (.dae), (.a3d), (.s3c), or (.asc). If Esri products do not have the ability to support these file types does anyone know of any GIS that can?

You can use dae/3ds/flt to create 3D symbols in ArcGIS Pro. Please look at this help topic:

Marker symbol layers—ArcGIS Pro | ArcGIS for Professionals

A GP tool you can look into for importing 3D model files into a multipatch feature class is: Import 3D Files—Help | ArcGIS for Professionals

You can use .obj in CityEngine

Hope this helps.
