I do not know what part of the County you are in, but in my area, RS's do not have any impact on legal records such as deed descriptions or subdivision maps. I use those to tighten my spatial accuracy for areas that have low record data or known spatial problems. You might consider having a separate document type specifically for RS's.

I wouldn't move tax parcels to the PLSS data unless you are certain that the PLSS data is spatially accurate. More than likely that PLSS data is from BLM or another source that is not as spatially accurate as the map or deed data used to create tax parcels. It may be that your PLSS lines should move to your tax parcels. Again, that is a spatial accuracy issue. And the methods mentioned in the other responses would work for you to move those lines. I'm glad you asked as that is what I am trying to do. I've created a new field in a table that needs the attribute values from another field in the table. I know that we can use the Field Calculator, but need to use either VB or Python to write an expression. I know in the older command line ARcInfo, it was as simple as writing calc field2 = field1. But that didn't work with VB, All the other help references and discussions involved transfering attribute data from one table to another, which isn't what we need to do. Have you tried using the Python function replace?
