The name in front is the name of the feature service, then after the dash, the name of the layer from the feature service. If your feature service only had one layer in it then it would only display the feature service name.

Try this.. Go to Customize > Customize Mode > Check Context Menus on the Toolbars tab. This will bring up the contex menus toolbar. Click the black dropdown arrow and scroll to Group Layer Context Menu. You should see the Edit Features context menu. If it is not there you can add it.

In 10.2.2 If you view the service in ArcGIS Server Manager you can see the option to sync by clicking on the service, then capabilities then feature service.

What features are the points supposed to represent? We can get the points into Osceola County by creating a custom coordinate system but unless we know 1)coordinates of the origin (0,0) and units(feet,meters, etc..) or 2)where there features should be on the ground (eg, these are the 7 manholes on Main Street) we will never be able to figure this out.
