You could set up one map service that gets served to everyone, then take advantage of dynamic layers in each application to display the features according to the audience. This will greatly decrease the number of connections and increase performance since there will not be 65 separate services running at the same time. Without going into too much detail I would recommend using pooling and low isolation (no more than 4 instances per process to help with stability). This will reduce the number of ArcGIS Server processes running on the Server, which translates to fewer connections to the database or SDE service. Try running Fiddler or other network monitor before you start ArcMap and add the service. It should show the URL being called and a result code. You can examine the URL to see where there might be an error. Note that UMN MapServer is not OGC compliant, so it may not recognize the calls from ArcGIS products.

The architecture of ArcGIS Server 10.1 is very different than any of the previous versions. Before 10.1, administrative connections were made only using DCOM communications. Now, it is all over HTTP traffic, which Desktop 10.0 and earlier do not know how to communicate through. In this case, only version 10.1 of Desktop can administer the same version of ArcGIS Server. If you are using ArcGIS Server 10.0, there is an option to stop this issue from occurring. In the service properties for the map service, under the Processes tab, you can check the box that says "Periodically check and repair data connections for idle instances." This will ping the data source at a set interval so your map services are ready to go at all times. You can create a script to use in a scheduled task that sends an export map request to the REST endpoint for each map service that is experiencing this. That should tell the service to "wake up" and be ready for more requests. If you have not already done so, set up the application pools for better performance as well. You can check the Data Interop logs- Windows XP: C:\Documents and Settings\<login name>\Application Data\ESRI\Interoperability\logs Windows Vista: C:\Users\<login name>\AppData\Roaming\ESRI\Interoperability\logs The messages there may be hard to filter through, but the information is probably in there. You can also use a utility called "Fiddler" to monitor the requests to the service. It will show the request sent to the service and the response that it returns. In Gaia, right click on the properties of the layer, and it should have a "Query" tab that shows the request it is making (for comparison).

This parameter should not be required for version 1.0.0 or 1.1.0, both specifications include the following statement: "If no <PropertyName> elements are specified, then all feature properties should be fetched." It looks like you are using a POST method request. Do you get the same error if using a GET method request in a URL? This may be a bug, if you contact ESRI Support they can help determine this and log the issue.

Use the Con tool (probably several iterations) to create a raster which maps out the raster cells that meet the requirement first, then use the Pick tool (with the previously mentioned output) to extract the desired values based from your set of elevation rasters.
