We saw the same issue. No create layers and more page in the content page. When loading the content page there was a 500 error in a /porta/sharing/proxy call to the server machine. Portal logs showed unable to find valid certification path to requested target. fix: imported app gateway cert root and intermediate into portal and server. problem cured.

Great answer to find. I had maps for office configured to use a portal install, then removed portal and maps for office crashed every time on start-up. As the person above said, changing the ArcGISConnection to http://www.arcgis.com fixed this. I had uninstalled maps for office and set it to use www.arcgis.com in the re-installation, it ignored this.

Should the options parameter image format work as I have below? When you set the value for image format by wmsLayer.setImageFormat('svg') it works, but via options.format it's ignored? Any thoughts? I'm after a gif 🙂 all I can get is svg or png? Does setting a background colour still require you use a custom wms layer like http://help.arcgis.com/en/webapi/javascript/arcgis/help/jssamples/layers_custom_wms.html
