My Team develops the S1 Mobile Mapper application for Android for the Bureau of Land Management agency and have implemented the ability for users to access any content downloaded to the device (for Field maps, i think the most important item type is the editable offline areas, but basemaps as well), no matter what organization they are currently logged into. This allows them to switch active offline areas and collect field data in both enterprise offline databases and those shared with our AGOL hosted organization as well without having to switch the org they are logged into in disconnected enviroments. The only caveat is that they obviously do need to be logged into the correct account and organization (hosted agol or enterprise portal) when they want to sync data back up where it came from.

@EliyahoLevi Again, i think we may be talking around the important detail here that the "Webmap" viewer does not support viewing 3d data in a scene (unless i'm missing something). However, if you are creating a "WebApp" with the WebApp builder or via a template, in many cases this can be a 3d scene or a webmap that can be used as the referenced data source and displayed in the webapp (and could switch between 2d & 3d scene mode). The basic scene viewer is similar to the basic webmap viewer in that they have a certain set of basic tools available to view and manipulate the data in the webmap or 3d scene. However, if those basic tools in the webmap or scene viewer do not suffice, you can use the webapp builder to customize the user experience to fit your need.

@EliyahoLevi I assume that you mean in a "Web App" not webmap? i don't think there is an option for viewing a "3d scene" in a webmap. But assuming you mean Web App vs the basic web scene viewer. You only have the standard tools available in the scene viewer and it has a default layout and toolset. Creating a Web app using a scene allows you to add custom widgets or widgets from the available options in the webapp builder to customize the look and feel of the app and present a targeted display to users. You can also set up corporate or agency based themes to use across webapps to make all webapps similar in look and feel across your organization if needed. Hope that helps.

Alex Benavides we had chatted yesterday on the phone a bit about this yesterday, and i wanted to follow up with some other suggestions since other services seemed to work ok with this task. First ensure you are signing into ArcMap with your SAML account and not the mobile editor account. Also always a good idea to note what citrix box you are on in the citrix "connection center" and log all the way out of citrix and attempt to get on a different box. If it works on a different citrix box, submit a ticket about the citrix box that was not working correctly. If that does not help, You might also try bringing down a local copy for editing of this service with a NOC Citrix ArcMap instance to rule out any issues with the ORWA citrix farm. One follow up question, does the service seem to download and sync correctly using the mobile device and editable via web browser in AGOL? If not, something is probably corrupted with the service and it will need to be taken down & republished, if it seems to work fine on mobile & web then it may be an ArcMap issue to troubleshoot further. Good luck!.
