The two issues you mentioned are correct. i guess it is because of feature service is not a service by itself but a capability of a map service that's why.

I see. I believe it is more tedious to achieve this in vector. How about try doing it in raster form then? I can imagine the workflow to be such: From your line with elevation, create a raster presenting your line with its elevation as the raster value. Then use the Expand tool to expand your raster representing the line by the number of required cells calculated by the distance required divided by the cell size. This essentially creates a ‘buffer’ for you in raster form with the necessary elevation values in each cell. Let me know if this workflow works for you.

I am sorry I was mistaken about what was required. Please go under your Feature Access> Advanced Options> Feature Service Advanced Options to set it up. In short, you can enable the capture of usernames who created the feature and no other users will be able to modify features not created by them. If that is not sufficient, then Esri recommends that you publish two different services to cater to two different groups of users.

The labels from the ArcGIS Online Map Viewer draws using a Graphic Layer. I do not think it is always retained if you consume your saved webmap through other means. Did you publish the map service to ArcGIS Online via ArcGIS for Desktop, i.e. ArcMap? If you did, you may want to revisit your map document to turn on the labels from the layer in your map document and republish it. let me know if that works for you.

Looking at your model, your make xy event tool will only run once. Your make xy event tool should take in the output of the iterator as an input(solid arrow) instead of a precondition (dotted arrow) like what it is now. Can you try to change this and let me know if it works for you?

If you are looking f.or the vector data that formed the topographic map, it is not available, at least not now nor the near future. The data, as far as I am aware, is combined from multiple contributions, mostly authoritative sources or government linked. If you need vector data such as building footprints for a particular county or state, you might be better off approaching the local data authority, seek third party data resellers like Navteq, Tom Tom, etc, or do manual digitisation like what is mentioned in the previous reply. I may have misunderstood your question, but have you tried using the Slope tool on your initial DEM or elevation raster yet? It has an option for you to choose if you want the output slope raster to be in degrees(flat 0 to 90 infinite) or in percentages. Let me know if it helps.

Here's an idea, not sure if it is suitable: I am assuming you have two polygon feature layers of the same area, one before and one after. If each polygon contains some land use code or classification information, then I can suggest that you try to use the Intersect tool to intersect them to create an output polygon that has attributes from both the input polygons. By comparing the landuse attribute columns inherited from the two inputs respectively, you can identity those with a change in landuse. Let me know if it's what you need.

Well, I am not sure if you have applied the instructions from the URL. It is configured at feature class schema level. Essentially, both the map service and feature service will be visible. However, editing access can be restricted based on user log-in. Is that what you may be looking for?

Take a look at this: http://resources.arcgis.com/en/help/main/10.1/index.html#/Feature_service_permissions_and_editor_tracking/0154000004p0000000/ Visually, the feature service will still be visible if the user needs to see the map service. To control access to the feature service, i believe ArcGIS 10.1 onwards has feature services that employ several access control levels and edit tracking capabilities that may be what you need.
