Could you attach a sample of your lidar data (for download) that includes the column headers and a few hundred rows? It would be easier to troubleshoot if we can look at a sample of the xyz data you're trying to work with.

Where did your dwg come from? If it came from CADD, are you sure it was created using a geographic coordinate system? Quite often they are created in local coordinate systems that have no relationship to the real world apart from the unit of measurement.

It's been awhile since i've needed to use it and I didn't look closely at that download page before responding, but you should install "Import71" before "E00 to Shp". It seems like you might have done that? Once extracted you should get an exe file to install Import71. If that is indeed what you did, what do you mean it doesn't work on your computer? Did the installation fail? Are you getting error messages? If you can't test the python script in IDLE before running it from a batch file, or if the arguments are going to change each time it runs, i'd just write out a log file using try/except statements to record the exceptions before exiting and possibly mile markers to help chart the progress. You can use string replacement formatting to capture the value of variables or arguments that change each time the script executes: http://docs.python.org/release/2.6.6/library/string.html#formatstrings

Have you tried running the script in IDLE (the IDE included with your python distro) and see what kind of errors it reports? If you have exception handling conditionals set up in your script, you could just write the exceptions to a file. Or, you could use mile marker write statements to chart the progression through your script (i.e. have python write a note to the log file you define each time it successfully passes a certain point). When buying books, make sure that they are for a 2.x version of python, not 3.x (the most current). When you're getting started the differences will drive you nuts.
