I figured out the problem (at least in my case). I used sysinternals TCPView to find that someone had installed another Flexlm based product on the licensing server and did not properly configure or document which port it was using. As a result it was trying to grab the same port that ArcGIS was using. Once I set it to use a different port ArcGIS is working fine. ~Tom

I ended up taking 10.3.1 license manager off, re-installing 10.2 license manager and then re-installed 10.3.1 one more time - now it works fine...

I ran Microsoft Fix it 50409 and restarted the server, but the lmgrd9.log still shows Arcgis using Socket interface: IPv6

Any solutions to this? I am seeing the exact same behavior as R Z. 1. Ports are configured same in 10.3.1 service.txt the same as 10.2 2. Same ports are still open in firewall as in were open in 10.2. I have even opened all ports on firewall and still see same client behavior 3. If I run license manager locally on server - all licenses are properly listed and installed 4. Diagnostic log shows socket IPv6 and not IPv4. Not sure if this means it is only listening on IPv6, hence the failure. 5. Can ping server from client. I have restarted both the servers and the clients multiple times.
