This solution worked for me also. After working for a week with Tech Support, they also gave me another workaround that worked pretty well Open ArcGIS Explorer, click the add basemap button, click 'Manage My Basemaps', browse to C:\Program Files (x86)\Explorer\basemaps\Server and add one of the .nmf files. Close and reopen ArcGIS Explorer and try to select the basemap that was just added.
