Does the Report Feature widget for Web AppBuilder on Portal require specific user types for usage? I know it requires the ArcGIS Data Reviewer for Server extension. But can't tell if certain user type licenses (i.e. non-Viewers) are required for users to report data issues. Thank you.

Being able to add a Collaboration from more than one ArcGIS Online Organization is needed. We manage a regional data exchange composed of multiple jurisdictions. The jurisdictions need to be able to set up a Collaboration with their AGOL Org and with the regional exchange's AGOL Org.

Setting the Web Context Url cured the issue for me when trying to sign into a Portal 10.7.1 instance on an Azure VM. ArcGIS Pro would sign in from the installation on the server through an RDP session. And sign in to Portal was successful externally through the web browser. It was only ArcGIS Pro externally that would attempt to sign in to Portal using the internal server name (which could not be resolved on internet obviously). Fiddler showed this. There was no reverse proxy or network load balancer in play, but all the DNS translation seems to have made the WebContextUrl setting necessary for Pro.

I am attempting to use the AGS 10.1 SP1 Administrator REST API to create a map service (eventually from .NET, but testing using Fiddler right now). Referencing the Create Service help I am able to alter the Example JSON object to get a successful creation response from AGS. However, I am not able to start the service manually. Before I go deeper into the issue, I realized the example points to a ".msd" file as the source of the service. However, it seems that in 10.1, the msd files have been deprecated and ".sd" definitions are used. But, when trying to use the API method with a sd file I get an invalid file type response error. So, my first question, when using the Administrator API, what type of file should be used as the source of the service? Thanks.
