I wonder what does "outside of ArcGIS Pro" mean? Everything I am doing is very much "inside" of ArcGIS Pro...

I'm seeing this as new behavior in 2.3. First observed from a Python Toolbox, then taken to the Python window to investigate when it no longer worked as expected. Make a selection on the layer in the map. Pass the layer name to SearchCursor. All rows are processed, not just those selected. For a layer with 3134 features and 72 are selected: i = 0
with arcpy.da.SearchCursor('Feature Service Name\\layer_name',['ObjectID']) as cur:
for row in cur:
i += 1
i is 3134. In this case the layer comes from a Portal Feature Service. I'll bet that's the source of the trouble. Even tried a brand new project. Same issue.

Where/how would that be available when sharing a web layer? Certainly no such option for Survey123 service layers... This compounds the daft set of choices for restricting editing: updates only, adds only, or adds+updates+deletes. What if we just want to prevent deletes, but allow adds and updates?

"Branch versioning" does nothing for Feature Services... This is truly insane, editing on by default, and cannot be undone.

Thanks Randy. But completely separate access method and authentication method don't really help in the Desktop (arcpy) context... at least we now know where to get the info!

I am retrieving data from Feature Service Feature Class and Feature Service Table sources hosted on Portal (10.6) via a Python toolbox tool in ArcGIS Pro (currently 2.2.1). Some fields have coded domains, and naturally I want to return the domain values instead of the codes. I thought I could use arcpy.da.ListDomains or arcpy.DomainToTable_management to enable the lookups, except I can't find what to use as the "in_workspace" parameter for these (the service URL does not work). Currently fetching data with arcpy.da.TableToNumPyArray but could go to arcpy.da.SearchCursor although that returns codes, too. Am I out-of-luck?

As I showed in my post we tried that, but the external browser opens to a bad URL. Our Portal is 10.4

We are having the same issue on a few iOS devices, not all, trying to authenticate to our Portal, and they used to work just fine, no config changes. We try your advanced, external web browser method, but that just opens the browser to a bad URL https://our-portal-url/arcgis/sharing/rest/oauth2/authorize?client_id=survey123&grant_type=code&response_type=code&expiration=-1&locale=en&redirect_uri=arcgis-survey123://localhost/oauth2/approval that returns a 400 error "Invalid redirect_uri". What else can we try? We have Survey123 for iOS 2.6.9
