I would also like to have the ability to disable the time zone conversion when displaying a time-enabled layer. For example, I have a time-enabled image service with a satellite image for each day. Each date stored in the image service doesn't have a time, so each date is assumed to be midnight (UTC) on the day specified. For example, there is an image for 2018/11/15 00:00:00, 2018/11/14 00:00:00, etc. This becomes a problem on the AGOL map viewer, though, because it is automatically subtracting 7 hours from each date (for my location in Mountain Time), causing it to display as the previous day on the time slider. So, the image for 2018/11/15 00:00:00 gets converted to 2018/11/14 17:00:00, or just Nov. 14, 2018. So, the time slider is off by one day, which is very confusing to the user! I want to be able to disable the time zone conversion, and just display everything in UTC time. There is a workaround for this, which is to add 12 hours to each date in my image service. This would ensure that the correct date appears for most of the world, except for those in the +12, +13, or -12 hour time zones (New Zealand, Fiji, Tonga, eastern Russia, etc.)... so it's not a complete solution.
