Same issue w/ wildcard as the CN and added detail of being an external cert. External cert FQDN is different from local AD domain. Thus cert is *.externaldomain.com, FQDN is box.externaldomain.com while FQDN for server PC is box.internaldomain.local. (Use of CName in the DNS directs the external FQDN to local FQDN. Utilize WebContextURL property on Server to facilitate.) Did the client PC step above. No fix. Fiddler shows initially hitting the external FQDN via the HTTP port 443, then querying for download.esri.com, then esrisoftware.esri.com, then it queries for the local AD domain FQDN and fails. Workaround is to set AGOL portal as the active, but would like to fix if possible.

Reese. Thanks for taking time to reply, but your workflow is for an on-premise deployment. See attached screenshots for Azure resources deployed via CloudBuilder 10.9 single machine and choosing the Data Disk option when establishing the VM. What is the endpoint I reference for the Data Disk. UNC is for on-premise. What is the equivalent for an Azure resource in a virtual network?

Greetings. Exploring Cloud Builder Azure. Use case is to utilize a file geodatabase for data storage to be served by federated server on single machine base web gis established with Cloud Builder. During the wizard process of establishing the Portal VM add a data disk (SSD 32 GB) to the configuration. I can see the disk and associated NIC in the resulting resource group. My new to Azure question is two-fold: How do I access the disk via a Pro Desktop VM to establish and populated the FGDB and how do I define a connection to it from the federated server manager? Thanks.

Adam. I feel your pain. First question is are you certain you organization doesn't have an internal domain CA? I'm going to assume your a Microsoft based network with Active Directory (AD). Here's an article about adding a CA to your network. I would recommend exploring this first. That's pretty much standard BMP for securing an office network. If you do decide to go the external route, here's GoDaddy's page that shows pricing. Another entity is Thwate, here's there pricing. You don't have to utilize your hosting provider. You can utilize one of these and make an entry in your DNS to point the external URL to server hosting Portal. I strongly recommend not proceeding with content development in Portal until you get the cert issued worked out. Finally, a question to ask yourself and your organization is why go on-premise Portal? Don't discount the cost in establishing and maintaining an on-premise implementation versus a SaaS solution like AGOL. You could establish a hybrid model with ArcGIS Server on premise (much smaller footprint, you could easily utilize self-signed cert) and AGOL for content. Hope this helps.
