I'm probably really late to the party and this probably isn't the specific issue that you were having, but I just encountered a similar situation ('successful' Layer to KML run that produced an empty/1KB output). In my case, the shapefiles referenced by the layers I was trying to export didn't have projections defined. Once I set their projections and re-ran the tool the output looked as expected. I hope this is helpful to anyone who stumbles on this post while trying to troubleshoot.

Is it possible to get taller rows or the ability to re-size rows in the publishing window in the desktop app? I was receiving this error and there was feedback apparently visible on which question name was the problem but that feedback was completely unreadable because it didn't fit within its 'Details' cell in that window. I eventually figured out the issue, but it's a bit of an embarrassing oversight to provide error feedback in the tool itself that can't be read.

I stumbled across a better answer regarding the .GHL and .GSL files from AltaLIS on reddit; these file extensions are GENERATE format, which can be read and converted to lines by 'ASCII 3D to Feature Class'. The generated breaklines can then be used in conjunction with the .GNP files (which are more or less simply CSV/XYZ with an extra field at the beginning of each line) to create TINs which can then be converted to raster.

Hi Jay, I don't know if you ever got a resolution on this issue, but I found this post shortly before I discovered for myself that this functionality still isn't working as of ArcGIS Pro 2.0. HOWEVER, much to my surprise the 'Layer to KML' tool does accept a FolderPath field when running it out of ArcMap (I'm at 10.3). Good to know that this (sorely under-documented) functionality is available somewhere in the Desktop platform. Good luck!
