not only the world files need a point as decimal delimitor, even the raster itself. ArcGIS 10.2 with German language pack honors the system settings while exporting a raster - so you have to switch to a setting with point as dec delimitor first, restart the ArcGIS application and export your raster again. Be aware that AGX is able to project data, but it is not able to do transformations between different GCS. A way to avoid a shift: go to ArcMap first, use a projection that has WGS84 as GCS for the data frame and set the correct transformation. Export your data from TOC with the coordinate system of the data frame option. These data will display in correct position.

For non US-Clients: Be aware to use the point as decimal delimitor before exporting a .wrl: Go to START >> System settings >> Regional Settings. Additionally, under some circumstances it is.. - .. better to use a Raster or Multipatches instead of a TIN - .. not possible to have more than one grafic in a grafic layer I used Instant Player with Win 7 to review my .wrl output.
