There are some tricks to kind of hide it. But honestly you simple can't if you want to lock up your code. You will need to create a dll. extension or addin depending on what version of arcmap.

vb 2010 express works fine. Just remember framework 3.5. The installation is the only pain in the ass part you might have to add in the esri tools manual.

If you wish to use the ribbon interface you will need to get a ribbon control. And reference all the commands and tools in code to reference those buttons. We have done that. www.gerema.ca

Good news and bad. I know this problem well, and have ESRI admitting its a bug ( no bug number yet). They are working on fixing it. But at this time there is no way to correct the problem. The only way this will work is if you place esri toolbar on your application and use the pointer off there tool bar. You can not reference the pointer tool in code and move the vertext. I hate this solution too, hope they fix this soon. PS. the toc control when dragging layers down in the toc control also move down 2 positions also a confirmed bug.
