This bug appears to occur only when the user's browser scale or Windows display is not set to 100%. I wouldn't be surprised if GeoCortex Essentials is using the ArcGIS Javascript API 3.30 or older. Just an FYI that I spoke with an ESRI tech support person today who informed me that ESRI is now aware of this issue, as they've recently received multiple calls from customers. Still, the more reports ESRI receives for this issue, the more likely it will receive higher priority. The ESRI tech support person tested from 3.27 through 3.35 and found that the issue seems to be resolved at 3.31. I explained that some people are unable to immediately update from 3.30 and earlier due to custom apps breaking. There is also the possibility that Google will release yet another update for Chrome that fixes this issue.

I've never worked with WAB, but couldn't you download the Javascript 3.35 API to your local server and point the apiURL to it? Please keep in mind that if you do this, you'll need to manually edit the baseURL in both the init.js and dojo.js files. It points to a newer Javascript API. The more recent API updates are for bug fixes as ESRI plans to retire their 3x API 05/01/2023. The issue seems to be that older ESRI Javascript APIs are not handling the more recent chrome browser's scale <> 100%. RobertScheitlin__GISP's solution is also how we fixed it in our JSAPI 3x app: upgrade to 3.35. However, for some, this cannot easily be done, as updating the API breaks their custom apps. If you search the ESRI forums you'll see that this issue of the map not firing the click event is becoming more frequent across all ArcGIS Javascript apps. We are still looking for the actual cause and a fix that (a) doesn't include updating the API and (b) that doesn't require some action by the user to fix the problem.

I confirm that my 3.28 test app mentioned previously that "worked every time" indeed fails every time if the browser scale is set to anything but 100%. This may have something to do with how JSAPI handles pixel interpolation in Chrome. I recall many years ago when IE was king that browser scale <> 100% broke our long-retired1990s ESRI MapObjects map. Strange to see it happening again.

Same issue with the Javascript API: Intermittent, only in Chrome, and only for some users (although spreading to more users). We, too, solved it by updating the API, but still looking for the actual cause.
